NUPRC to amend domestic crude supply obligations regulations

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has announced plans to amend the Domestic Crude Supply Obligations (DCSO) Regulations 2023 and review the National Data Repository Regulations.

The commission made this known in a notice signed by its Chief Executive, Gbenga Komolafe, on Thursday, inviting stakeholders to provide input on the proposed changes.

“In accordance with Section 216 (1) of the Petroleum Industry Act (PIA) 2021, which mandates the commission to consult with stakeholders before finalizing or amending regulations, the NUPRC hereby invites input from lessees, licensees, permit holders, host communities, and other stakeholders in the Nigerian upstream petroleum sector within 21 days from the date of this publication,” the notice stated.

The NUPRC emphasized that the consultation process is crucial to ensure that the regulations reflect the intent of the PIA 2021. The commission specifically seeks feedback on the National Data Repository Regulations and the amendment to the Production Curtailment and Domestic Crude Oil Supply Obligations Regulations 2023.

Stakeholders are directed to submit their inputs using a format provided through a link on the NUPRC website, with all submissions to be received no later than 21 days from the publication date of the notice.

Submissions should be sent to the Head of the Regulations and Statutory Compliance Unit of the NUPRC, Kingston Chikwendu, at regeon@nuprc.gov.ng.

This development comes amid concerns over alleged noncompliance by crude oil producers with the current DCSO regulations, highlighting the need for a comprehensive review to address these issues.
